This is a large panorama photo that exceeds the size of your screen, you should move the window side bars to see all the image.
To view the photo full screen - in your top menu select 'View' > 'Full Screen'.   To restore to normal click the          at top right.
If you place the cursor on the photo, and centre-click (the scroller wheel) on your mouse, a control icon will appear on the photo.
If you then just move the cursor you will see the photo can be moved in any direction at any speed.
